In previous versions you could create "Pop Up" text by creating a screentip on an internal hyperlink that lead nowhere.
In PowerPoint 2010 this didn't work.
Good news Microsoft quietly fixed it with a hot fix.
It's not in SP1 so you will need to request it until it's rolled out generally.
